A former Russian intelligence officer told the paper that Putin brought it up during an October 9 call with Trump. Same call produced a deal for the US to buy Russian diesel. Kremlin suggested doing it on the sidelines of the APEC summit in Shenzhen on November 18-19. Peskov said the idea of a hypothetical meeting was raised, but no specific proposals or agreements on the meeting itself or any agenda were put forward by anyone. Senior US official told the Journal Trump had not agreed but might be open to it. Rubio said Monday there had been talks of a meeting and that nothing was finalized. Ukrainian Foreign Minister Andrii Sybiha said a Russia-China-US summit without Ukraine would only encourage Putin to keep fighting. Peskov said any final deal would still need someone from Kyiv willing to take responsibility.

The 10 year OAT yield moved higher and the spread over German Bunds widened. The CAC 40 fell more than 1 percent. French bank shares have lagged European peers for weeks. BNP Paribas, Société Générale, and Crédit Agricole dropped roughly 10 to 13 percent over the prior month.

Large French banks hold French sovereign debt. Estimates put OAT exposures at roughly 15 to 30 percent of CET1 capital for the biggest lenders. Aggregate holdings of French public debt by domestic monetary institutions stood near 314 billion euros in August. Higher yields raise funding costs and can pressure the sovereign bank link. A mid October Fortune report cited Macquarie analysts warning that widening riots could trigger deposit flight. The same reporting warned that France is on the brink and days away from a make or break moment in its debt crisis. Eurasia Group’s Mujtaba Rahman said that if the government fails to pass the budget, the cost of servicing French debt may explode, and France could be forced to seek assistance from the IMF and pray for support from the ECB, a humiliation for the world’s seventh biggest economy. The lower house faces a key budget vote this week. France’s debt stands near 119 percent of GDP. French banks generate more than half their revenue outside France. The banking watchdog has said recent yield moves do not pose a stability risk given limited and diversified exposures. No major French bank has announced bankruptcy
