Atmospheric pressure at sea level is 14.7 PSI (pounds per square inch). At 12,400 BSL (below sea level) it's about 5,600 PSI (which is a lot. My air compressor makes 125 PSI).
I'm not sure how a vacuum translates to negative PSI, but I think an absolute vacuum is about 30 InHg (inches of mercury).

I tried that when I was a kid, maybe 10-12. I think I might have used a section of garden hose or something. You can't get very deep, maybe a couple, three feet.
A few years later, I was with my great Uncle Mike at his cottage on Big Long lake. There was an old guy, maybe 25 or so, that had this commercial deal, it was like an innertube with a lawnmower motor on it with a compressor and maybe a 30'hose and a regulator that would let you go deep enough that you wouldn't get the bends if the engine died and you'd just swim to the surface.
The guy let me use it in shallow water (less than 20') for a little bit. That was so freakin' cool.
