Of the major alphabetic languages, English has the most ambiguous & redundant spelling system of all. It's got far too many vowel sounds to be easily represented by the Latin alphabet for one thing.

I thought that there were four vowel sounds represented by -ough but I was looking at Wiki the other day, and it turns out that there are seven: through, though, thought, thorough, tough, trough and plough.
